POSITION OVERVIEW:The Illinois Department of Insurance is seeking to hire four Attorneys  to serve as Assistant General Counsels (AGC) for the Department. The AGC will plan, direct and conduct extensive and complex research into various legal and administrative matters pertaining to entities over which the Department has statutory jurisdiction. The Office of Legal Affairs consists of 6-10 attorneys who provide legal counsel to all areas within the Department.  The ideal candidates will have strong leadership and organizational qualities and have the ability to work independently and/or as a team member to complete assigned projects. POSITION ESSENTIAL FUNCTIONS:
40%  –  Serves as Assistant General Counsel for the Department:
Plans, directs and conducts extensive and complex research into various legal and administrative matters pertaining to entities over which the Department has statutory jurisdiction and other related legal issues,
Counsels Department staff,  leadership, and other stakeholders on interpretation of insurance statutes, regulations and common law and presents conclusions and recommendations,
Drafts formal and informal legal opinions.

20%  –  Confers with others, including; other attorneys, legislators, and members of the public, on difficult problems of statutory interpretations and compliance involving all aspects of insurance-related laws and regulations affecting  entities over which the Department has statutory jurisdiction,
Drafts interpretations, findings, orders, rulings and bulletins on behalf of the Department,
Serves as a prosecutor or hearing officer as assigned,
Assists the Freedom of Information Act (FOIA) Officer with legal interpretation and document review for responding to FOIA requests as assigned,
Travels to various sites to represent the Department on matters involving statutory or rule interpretation, proposed rulemakings before the Joint Committee on Administrative Rules (JCAR), or administrative hearings in front of the Department.

20%  –  Serves as assistant legal advisor for statutory interpretations and compliance related functions of the Department:
Provides advice and consultation on policy matters, rules and regulations as they pertain to the implementation and administration of newly enacted insurance related legislation,
Provides advice and consultation on legal requirements affecting adjustments to existing Departmental practices and procedures,
Provides advice, consultation, and interpretation for Department staff in analyzing insurance contracts, applications, and other insurance industry documents and practices for compliance with applicable insurance laws and regulations,
Provides advice and consultation on policy matters, rules, regulations and other actions as they pertain to the compliance of the Department or its staff with statutes and rules that impose standards on government bodies or government personnel.

15%  –  Drafts proposed bills, amendments, resolutions, procedures, rules and regulations regarding statutes and administrative rules over which the Department has statutory jurisdiction utilizing various software, including Microsoft Word and Adobe Acrobat:
Analyzes and provides day-to-day advice regarding statutory and rule interpretations,
Drafts and reviews contracts,
Drafts and reviews proposed rulemakings for the Department,
Reviews proposed legislation affecting the Department.

5%  –  Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Requirements:
Requires the possession of a valid license to practice law in Illinois
Requires (3) three years of experience practicing law.

PREFERRED QUALIFICATIONS:
Experience with insurance laws.
Experience with administrative law.
Experience utilizing legal research databases including LexisNexis or Westlaw.
Experience reviewing or drafting proposed legislation or regulation.
Experience reviewing, drafting or interpreting contracts.
Experience presenting to senior staff, C-suite executives or other major stakeholders.
Proficiency with Microsoft Word especially formatting and track changes.
Proficiency with Adobe Acrobat especially creating, editing, and redacting PDF files.
