CHARACTERISTICS OF THE CLASS:

The General Counsel serves as in-house legal counsel for the Chicago Park District and is a member of the Park District’s executive team. Responsible for the administration, management, and supervision of all matters and affairs pertaining to the Law Department. Provides legal advice for a wide array of general corporate matters including interpretation of and compliance with all of applicable federal, state and local law; civil litigation, insurance, risk management, financing and debt issuance, contracts, real estate, collective bargaining agreements, and FOIA. Advises Board of Commissioners on its powers and duties, as well as the requirements and processes for conducting Board business. Performs related duties as required.

EXAMPLES OF DUTIES:

Directs the legal work of all attorneys and outside counsel and is responsible for the overall management, staffing, and annual budget of the Department. Provides legal advice to the General Superintendent, the Board of Commissioners, and other officials of the Park District.  Appears for and protects the rights and interests of the Park District in all actions, suits and proceedings brought by or against it, or any official, board or department; the Park District’s broad litigation practice includes personal injury, labor and employment, civil rights, constitutional, contracts, and insurance coverage, FOIA, and OMA matters. Directs the preparation and/or evaluation of  contracts, including leases, purchases, permits, operating agreements, financing agreements, bonds and other documents. Directs the preparation of state and local legislation advantageous to the Park District as well as evaluation of pending legislation. Counsels departments on and prepares Park District Code revisions and interpretation, resolutions and ordinances, and all other legal matters. Counsels and advises the Board of Commissioners  as to all legal matters. Oversees Ethics Officer, FOIA Officer, and the Department of Risk Management. Manages legal relationships with other governmental bodies and major external partners.
MINIMUM QUALIFICATIONS:
Training and Experience

Law Degree conferred by an American Bar Association accredited university is required. Demonstrate strong management experience including leading teams, executing administrative oversight. A minimum of eight (8) years of progressively responsible legal experience exposure in four (4) or more of the following areas is also required: Administrative or municipal law, personal injury litigation, labor and employment practice, civil rights, contracts, financing, real estate and workers’ compensation. Additional training and/or education beyond that required for receipt of law degree may be substituted for experience.  License requirement: Must be licensed to practice law in the State of Illinois.
­Knowledge, Skills and Abilities:

Strong knowledge of legal principles and practices. Supervisory skills including supervision of lawyers and paralegals. Skill in the interpretation and application of laws, statues, ordinances and precedents. Good analytical skills.  Ability to handle multiple projects and prioritize workflow and manage changing priorities. Highly organized with exceptional project management experience. Good oral and written communication skills. Ability to work strategically and collaboratively across departments. Experience working in a fast-paced, dynamic environment. A strong sense of professionalism and use of good judgment and discretion while working with highly confidential and sensitive information.
